Massachusetts state parks saw a 300% increase in use during the COVID-19 pandemic. Yet, these parks and the agency tasked with managing them— the Department of Conservation and Recreation (DCR) — remain severely underfunded. This statistic was uncovered during the DCR Special Commission Study completed in 2021. One key recommendation from this study was that DCR take on a strategic planning process.
