Stormwater Collaborative Coordinator at Mystic River Watershed Association in Arlington, MA
Serve as primary contact at MyRWA for collaboration between MyRWA & 15 municipalities in Mystic watershed. MyRWA provides a set of services designed to help municipalities meet their permit requirements under US-EPA MS4 stormwater permit for outreach, education, & related tasks, & to further common goals of improving water quality & public engagement. Develop work products for all aspects of collaboration, schedules & facilitates all meetings with Collaborative, & works closely with Water Quality Programs Manager to develop annual work plans & proposals for future services. Organize & facilitate quarterly meetings of Mystic Steering Committee, which includes Stormwater Collaborative members, & is co-chaired by MyRWA & US-EPA, develop agendas, assemble panels of speakers, organize & advertise events. Oversee projects in MyRWA’s Trash-free Mystic stormwater pollution program, working closely with members of Stormwater Collaborative on furthering joint projects.
Duties:
Coordinate & facilitate quarterly meetings of Mystic Stormwater Education Collaborative to facilitate sharing of information, strategies, challenges, & successes among the members of the Stormwater Collaborative.
Develop, organize, & share monthly stormwater education deliverables for member municipalities to fulfill the requirements of sections 2.3.2 and 3.1.1 of Massachusetts MS4 stormwater permit. Provide timely responses to any municipal queries about the education content, making sure that all municipal permitting requirements in education & outreach are being met.
Develop agendas & presentations for annual public meetings on Stormwater Management Plan (SWMP) in each of 15 municipalities, in collaboration with Town Engineers, to meet requirements of the MS4 permit, & to further MyRWA’s mission to expand and garner public support for green infrastructure & other stormwater best practices.
Annually prepare language & data summaries of outreach & education work done under MS4 for inclusion in official municipal MS4 Annual Reports to US-EPA.
Develop annual budget for the Stormwater Collaborative, predicting revenues & expenses, using budget forecasts to assess ongoing capacity to deliver services.
Search in an entrepreneurial way for additional services MyRWA can provide to the Stormwater Collaborative, including the following: develop proposals for additional reporting, training, outreach, & data management services that MyRWA can provide for new phosphorus reductions requirements under the 2025 MS4 permit; develop proposals for managing information from private landowners about green infrastructure built to meet requirements of the CII General Permit, designed to reduce phosphorus pollution, both for private landowners, and for municipalities.
Coordinate with municipal staff & software developers to establish & expand the adopt-a-drain program. Develop annual MyRWA Scope of Work for services provided by Stormwater Collaborative for municipalities, along with annual invoicing & account management.
Remain knowledgeable & relevant pertaining to local, state, & federal stormwater regulations with regard to Mystic communities. Engage with municipal staff, including town engineers, on an ongoing basis to ensure satisfaction with services MyRWA is delivering, & to build positive relationships.
Lead research, coordination, grant writing, project management, and outreach on the ‘Trash Free’ Mystic project.
Assist with river stewardship events including engagement of volunteers & invasive species management. Coordinate quarterly meetings of EPA-convened Mystic River Watershed Steering Committee. This task will include working with planning subcommittee comprising EPA, MyRWA, & others to develop an agenda, secure speakers, secure a location for the event, facilitate technical & logistic aspects of the meeting, record & distribute minutes and attendance, & support any active subcommittees.
Requirements:
Bachelor’s degree in Biology, Ecology, Environmental Science, or related. 3 years of experience working in the fields of environmental science, ecology or climate conservation focusing on natural resource/wetland projects and related permitting/regulations. Total experience must include: 2 years of business-model development in a non-profit context, including budget development, maintaining client relationships, and planning for long-term sustainability; 1 year of experience with review and interpretation and application of NPDES stormwater permit requirements on municipalities; and with applying for state or federal grants.
Hybrid office/home work schedule. Subject to background check.
